Kelly Phipps, a prolific shoplifter aged 42, has been prohibited from entering six stores across three towns. The Criminal Behaviour Order mandates her exclusion from shops in south Worcestershire and requires her to comply when asked to leave by an authority figure. The banned shops include Tesco, Co-Op, and House of Fraser.
A spokesperson for West Mercia Police urged the public to report any sightings of Phipps entering these premises to the authorities at 101. The Sentencing Council states that CBOs are intended to address the “most serious and persistent” forms of anti-social behavior and can encompass a broad range of issues.
